Scrolling vertically over knobs doesn't work until scrolled all the way

When scrolling vertically in vertical mode, I can only adjust the knobs if I am scrolled all the way to the bottom or top. For example, if I put my mouse over the ‘speed’ knob as per this video, and scroll down, it instead scrolls the entire script down. once i’ve hit the bottom then scrolling down over the speed knob allows me to adjust it

i then scroll up in the video, and it scrolls up in the script instead of adjusting the speed knob. once fully scrolled up, i can then scroll the speed knob

i am using cmd as my modifier. however, i just want to state that my ideal would be to use the mouse wheel freely without a modifier key. ie: when scrolling over a knob, it adjusts the knob. when scrolling over an empty space that isn’t a knob, it scrolls the script up/down
